US stocks shrug off higher gas prices to push Dow above 13,000

Better economic news from Europe helped lift US stocks past the symbolic plateau. The Dow last closed above 13,000 in May 2008, before the collapse of the housing market.

Buoyed by better financial news coming out of Europe, the Dow Jones Industrial Average finally closed above 13,000 Tuesday, the first time it had closed above this level since May of 2008, just before the collapse of the housing market.

Stock market analysts said the close at 13,005.12 is important for a number of reasons. First, it may prompt some investors who are sitting on the sidelines to rethink why they are not invested. Second, it will create a positive headline that may resonate on Main Street.

?For Main Street it?s a symbol,? says Fred Dickson, chief investment strategist at D.A. Davidson & Co. in Lake Oswego, Oregon. ?For some people, closing over 13,000 may say to them that the economy is a little bit better, that maybe they don?t have to worry so much about their jobs and retirement funds.?

Before Tuesday?s close, the Dow average had climbed over 13,000 four other times recently. However, each day sellers entered the market near the close, knocking the average below the milestone.

The Dow still has some distance to go to break its all-time record of 14,164, set Oct. 9, 2007. ?That will be more interesting once it passes that milestone,? says Mr. Dickson.

?I consider rising gasoline prices to be the most serious threat to the economic recovery at this time,? writes Mark Zandi, chief economist at Moody?s Analytics in West Chester, Pa., in an email.

Some Wall Street observers said another catalyst for the Dow?s rise was the steadily improving economic news, including a drop in new claims for unemployment benefits and improved business confidence.

?The economy is doing good, and stocks are behaving very rationally relative to what I see in the economy,? says Jerry Harris, chief investment strategist at Sterne Agee, a brokerage firm based in Birmingham, Ala.

You stayed with me even as my hand grew sweaty, and I almost lost my mind. Midnight struck closer and closer, but still I dragged you on.

My life came in quivers as lives, characters, being and feeling spiraled out of control on the screen like a thousand racing rockets. Each title card, each envelope brought me closer. The lights go down. Then up. Music starts, then stops.

I was close to tears through the entire ordeal, for I wrestle now with two great fears ? not getting what I know will be mine, and achieving that stupid, crazy, senseless dream to the upmost, as though I do not deserve it.

A Human Services Coalition workshop co-sponsored by the Tompkins County Public Library, for persons with any responsibility to hire in any kind of organization.

At some point in their careers, supervisors will be responsible for conducting interviews and hiring new employees. Most supervisors know what questions they are not permitted to ask under the law, but few know how to structure an interview process and ask questions to assess which candidates are best suited for the position and the organization. Interview questions tend only to reveal how well a person interviews, not how well they will do on the job.

In this workshop participants will be introduced to a strategy for identifying key work habits, developing appropriately phrased questions, and probing for details that will aid in the hiring decisions. The interview technique emphasized in this workshop will focus on questions that require details about past behaviors that reflect the values, skills and work habits essential for the job. Participants will have an opportunity to practice interviewing skills and to evaluate the effectiveness of properly phrased questions.

Nadia Rubaii, Ph.D., is associate professor and chair of the Department of Public Administration at Binghamton University. She has more than 20 years of experience teaching graduate courses and professional workshops on all aspects of human resource management. She has worked with leaders of local government and nonprofit organizations throughout the United States and abroad to improve their hiring processes and decisions, overhaul their performance appraisal processes, increase communication skills among supervisors, ensure compliance with laws governing employment relations, and to more effectively manage increasing diversity within the workplace and in the community.

Nadia has given plenary presentations at numerous national and international conferences. She is active in the International City/County Management Association, having made presentations and provided training at several of their annual conferences, and having authored articles for their publications and a major white paper for their congressional lobbying efforts. Nadia grew up in the Cortland-Ithaca area, attended school at what was then SUNY-Binghamton, and then worked for more than 15 years in southern New Mexico. She returned to upstate New York in 2004 to be closer to family members, several of whom still reside in Ithaca.

Napolitano says bio, agro-defense facility needed

WASHINGTON (AP) ? Homeland Security Secretary Janet Napolitano says a national biological and agricultural defense laboratory in the U.S. remains necessary despite the Obama administration's decision not to include construction funding in its budget request.

Napolitano says President Barack Obama's budget request for the next fiscal year includes $8 million for research in Kansas, where the $1 billion National Bio and Agro-Defense Facility has been planned.

Napolitano tells members of Congress that project is not dead. But because Congress last year cut the White House recommendation for $150 million to only $50 million, the administration now is taking a step back to review the scope and cost of the project. She predicts the project will move forward.

Eurogroup drops face-to-face bailout talks as Greeks argue (Reuters)

BRUSSELS/ATHENS (Reuters) ? Euro zone finance ministers dropped plans on Tuesday for a special face-to-face meeting on Greece's new international bailout, saying political party chiefs in Athens had failed to provide the required commitment to reform.

A source familiar with negotiations on Greece's 130 billion euro rescue also said conservative leader Antonis Samaras had yet to sign a commitment to implement the deeply unpopular package - a condition set by the EU/IMF lenders who are weary of broken Greek promises on economic reform and budget cuts.

Ministers in the Eurogroup had been expected to gather in Brussels on Wednesday for a meeting which, if all had gone to plan, would have approved the bailout and saved Greece from a messy bankruptcy next month.

However, with the European Union's patience with Greece close to breaking point, Eurogroup Chairman Jean-Claude Juncker said the ministers would hold only a telephone conference call before a regular meeting already scheduled for February 20.

Juncker said he was awaiting written undertakings from Greek party leaders on pushing through with the austerity package of pay, pension and job cuts - which parliament passed early on Monday as rioters torched dozens of buildings in central Athens.

"I did not yet receive the required political assurances from the leaders of the Greek coalition parties on the implementation of the program," he said in a statement.

The source said in Athens that the problem lay with Samaras, who argues that austerity demanded by the EU and IMF is only deepening Greece's recession and who has proved reluctant in the past to sign similar written undertakings.

"So far Samaras has not given a letter of commitment and this is a problem," the source told Reuters on condition of anonymity. Samaras' New Democracy party declined comment.

A government source said Samaras would provide the undertaking on Wednesday morning. If he does, he will be sticking to a pattern among Greek politicians of working right up to deadlines or beyond, infuriating the European Union.

TIME RUNNING OUT

Time is running out. Athens needs rescue funds to avoid a disorderly default when 14.5 billion euros in debt repayments fall due on March 20.

The EU/IMF lenders fear the program of pension, pay and job cuts will not be implemented following elections which are expected in April, and have therefore demanded the signed personal commitments from the leaders of both parties in the current coalition of Prime Minister Lucas Papademos.

Even before Juncker scaled down Wednesday's Eurogroup talks, the Netherlands expressed doubt that the ministers would sign off on the bailout deal, Greece's second since 2010.

"There is indeed a very small chance there will be final approval tomorrow because I think we should have everything clear on paper," said Dutch Finance Minister Jan Kees de Jager,

Speaking on RTL 7 TV, he made clear his government would accept no half-measures from Athens.

"We ... don't give an inch. We have said we want everything, a complete package," he said. "If we don't have that clear we, as the Netherlands, cannot agree with the package."

With New Democracy well ahead in opinion polls, Samaras is frontrunner to become the next prime minister. When parliament debated the austerity package he indicated that he would try to renegotiate the terms of the bailout, further sowing doubt in the minds of European leaders.

A separate source at the PASOK socialist party, the other coalition party, said its leader George Papandreou had already provided a signed undertaking which Finance Minister Evangelos Venizelos had been due to take to the Brussels meeting.

Greece's cabinet negotiated into the late evening on solving the other hitch with Brussels, a 325 million euro hole in the 3.3 billion euros of extra budget cuts which the government has promised for this year.

Juncker said this required more talks with the "troika" of Greece's EU and IMF lenders.

"It has appeared that further technical work between Greece and the troika is needed in a number of areas, including the closure of the fiscal gap of 325 million euros in 2012 and the debt sustainability analysis," he added.

On Tuesday, the cabinet considered further cuts to defence spending and public sector salaries, government sources said.

The EU and International Monetary Fund want Greece to account for every cent of budget cuts before they approve the rescue, which includes a bond swap cutting the real value of private-sector investors' bond holdings by some 70 percent.

Two government sources, who declined to be named, said the cabinet was considering trimming the defence budget, already cut by 300 million in the austerity bill, and bringing forward public sector salary cuts.

The punishing austerity measures are fuelling social turmoil in Greece, where unemployment hit a high of 20.9 percent in November and half of young Greeks are jobless.

The country posted yet more dire economic figures on Tuesday, with flash estimates showing GDP shrank 7 percent in the fourth quarter of 2011 after a 5 percent contraction in Q3.

Earlier, there had been some signs of encouragement. The European Central Bank said it could use profits from its holdings of Greek bonds to help restructure the country's debt.

"They could use it to contribute to the sustainability of Greek debt," ECB Executive Board member Benoit Coeure said in an interview with the French daily Liberation.

But even as all sides pushed to seal the deal, there was a growing sense that even the latest bailout, Greece's second since 2010, might only delay the inevitable - bankruptcy and exit from the single currency.

"It might be something which would allow Greece also to get a new start ... to create an economy that can create jobs," Luxembourg Finance Minister Luc Frieden said on Monday.

Asked if the euro zone could survive a Greek bankruptcy, German Finance Minister Wolfgang Schaeuble said on Monday: "We are better prepared than we were two years ago."
