Russell Brand Files For Divorce From Katy Perry (omg!)

Just days after reports surfaced that Russell Brand and Katy Perry spent Christmas apart, the British comedian/actor has filed for divorce from his pop star wife.

"Sadly, Katy and I are ending our marriage. I'll always adore her and I know we'll remain friends," Russell said in a statement to the Associated Press on Friday.

According to the TMZ, Russell, who filed in Los Angeles, cited "irreconcilable differences" as the reason for the split.

Russell was photographed over the holidays in London, without his wedding band on, while Katy was spotted in Hawaii, also without a wedding ring on her finger.

Russell and Katy married in October 2010.

Earlier this month, Russell spoke about the couple's plans to start a family, telling Ellen DeGeneres he longed to hear the pitter-patter of little feet.

"Katy says you are going to try and start a family. Are you going to have a family?" Ellen asked during an interview for "The Ellen DeGeneres Show."

"I would like one. I love those little babies in the beginning," Russell answered.

"Yeah, that's how they start out," Ellen chimed in.

During his December "Ellen" visit, Russell also hit back at the rumors he and Katy had split.

"There are always rumors, aren't there? In the end you have to just not engage with Internet technology, which is difficult because [of] a lot of the nude women websites I quite enjoy," he said with a laugh. "But they've had to go. I've treated the whole Internet now like it's a wicked little liar.

"Yeah. I am really happily married," he said at the time.

Egypt's Mubarak returns to court in landmark trial (Reuters)

CAIRO (Reuters) ? Egyptian President Hosni Mubarak, charged with the killing of protesters and abuse of power, was wheeled into court on a hospital trolley on Wednesday as his trial resumed after a delay of almost two months while lawyers demanded a new judge.

Many Egyptians hope the trial will heal some of the scars of his autocratic rule and help the country find stability after nearly a year of political turmoil under the military generals who replaced him in power.

But the multitude of witnesses and the complexity of the charges mean the case could drag on for months, perhaps years.

Mubarak, his two sons, the former interior minister and senior police officers face charges ranging from corruption to involvement in the deaths of hundreds of protesters in the uprising that unseated him.

The former leader, who is being held under guard at a military hospital near Cairo as doctors say he has a heart condition, was brought into the court on a hospital trolley, covering his eyes with his arm and surrounded by police.

Previous sessions were marred by clashes outside the Cairo court building between Mubarak supporters and Egyptians demanding the death penalty for him, but there were no scuffles as Mubarak arrived on Wednesday.

He was widely believed to be grooming his son Gamal to succeed him but any such plan was overturned when disgust at poverty, corruption and the brutality of Egypt's security forces boiled over and millions took to the streets in January.

Around 850 people were killed in the 18-day uprising that overthrew him, with the police accused of shooting live rounds at unarmed demonstrators. Much of the trial centers on who gave the order to fire.

The case has gripped the Middle East, a region ruled mostly by autocrats who seemed unassailable until this year when Mubarak and the leaders of Tunisia and Libya were toppled in popular revolts.

The sight in August of Mubarak, the man who ruled the Arab world's most populous nation for three decades, appearing behind bars in a Cairo courtroom on charges that could bring the death penalty was one of the defining moments of the Arab Spring.

Later that month the presiding judge Ahmed Refaat ordered television cameras out of the courtroom until the case concludes, ensuring key testimony by top officials took place beyond public view.

Lawyers representing families of those killed filed a suit in September calling for Refaat and the two other judges to be replaced.

They had complained that the judges had failed to give them enough time to question Field Marshal Mohamed Hussein Tantawi, who heads the army council now ruling Egypt, during his court appearance. Their request was rejected.

TEST FOR ARMY

Former Interior Minister Habib al-Adli and six senior police officers are also standing trial. Businessman Hussein Salem, a close associate of Mubarak, is being tried in absentia.

The judge was due on Wednesday to take requests from lawyers and set dates for questioning of more witnesses. A lawyer asked that the deputy head of the military council, General Sami Anan, give testimony, a witness in the court said.

The case is a test for the army, which may be uncomfortable at the prospect of a public humiliation for Mubarak, a former air force head.

Whatever the outcome, his overthrow ensures his successors cannot ignore the power of the public.

But those who hoped that the revolt would lead quickly to a return to stability and an improvement in their lives have been disappointed.

Egyptians began choosing a new parliament a month ago in elections due to last until mid-January, but the vote has taken place in the shadow of violence and an economic crisis.

Protesters demanding the army cede power more swiftly fought troops in Cairo for five days until calm was restored last week. The Health Ministry put the death toll at 17.

The Muslim Brotherhood, whose party is leading in the election, said the army's timetable for handing power to civilians after a presidential vote, due before mid-2012, should not be changed as it would wreak chaos.

Massillon schools seek ways to cut debt

Closed-door discussions about city school district finances soon will become conversations with community members.

As Massillon City School District administrators continue to search for ways to cut millions of dollars in annual operational costs, they are leaving all their options open. They also are hoping to be transparent about what they feel the best options are.

?The sooner people know where we?re headed,? Superintendent Rik Goodright said, ?the better off we will be in the long run.?

The truth, Goodright said, is that there are no easy solutions to the financial concerns that plague the district.

?Initially,? Goodright said, ?it looked like we would have a $1.5 million deficit in (fiscal year 2013), but it looks like it will be more like $2 million.?

Balancing a budget with that kind of a compounding deficit is a lofty task.

?Two million is a lot,? Goodright said. ?When you deal with a budget around $40 million, $2 million is a lot.?

It also means the board has and will continue to look at every aspect of district operations as it looks to cut costs. Nothing is off limits.

?Everything that we do in the district is on the table,? Goodright said.

CUTTING STAFF

According to Goodright, addressing the immediate deficit concerns likely will involve reductions in force, though it?s unclear which positions or how many jobs would need to be cut.

During a January board of education meeting, Goodright expects to see the board pass a resolution that will allow the district to cut positions. It?s likely that announcements regarding specific personnel cuts will come in the spring, and those decisions will be carefully made.

?We have already talked with our four association leaders and informed them about the potential cut backs,? Goodright said. ?We won?t do 15 percent reductions across the board. We will look carefully and see which positions and things we could cut without impacting the education of kids.?

Goodright also noted that the number and types of positions cut will depend on the retirements the district sees this school year.

?In a perfect world, the plan would be to cut through attrition,? Goodright said. ?So far, (the district) has done a wonderful job not replacing as people retire. ? It?s ideal because nobody loses work.?

CLOSING BUILDINGS

Massillon community members are familiar with discussions about potentially closing buildings. Under the leadership of Superintendent Lisa Carmichael, the board examined the possibility of closing Emerson Elementary, and the district central office building which includes the district pool and houses Adult Basic and Literacy Education.

Similar discussions have continued behind closed doors though no specific buildings have been targeted for closure. To have a better understanding of which steps to take when it comes to facilities, Goodright said the community has to help shape a vision for the district.

?Facilities cost money,? Goodright said. ?The community will have to let us know if a high school, a middle school and six elementary schools are the way they want to go. We will have conversations with the community and see what they recommend back to us. ? It will be a community-and-board decision.?

Conversations involving the community will likely also include the possibility of building new schools or seeking additional operating revenue.

?The Massillon community has been very giving,? Goodright said. ?They have given money for a new high school, which was good. They passed a series of emergency levies and always came through when we needed to renew those levies to keep the district running.

?But we also know is that since 1999 our district has not received any new dollars. ? As prices go up and the cost of operation goes up it?s hard to keep up and continue with the same money.?

CREATIVE SAVING

Saving the bottom line and balancing the district budget likely will include cuts both big and small. Goodright acknowledged that Massillon City is looking for ways to cut costs simply and efficiently without impacting the quality of education or the district?s staff.

?We can do simple things,? Goodright said. ?We can turn off the lights and shut the doors and we have done those types of things.?

Goodright said the district also has looked at trimming facility operational costs by moving to four-day work weeks during the summer months.

The district also has looked at changing bus routes and building start times in an effort to cut thousands more dollars from annual operational costs.

?If we create a time schedule with earlier start times for the elementary and later start times for the high school,? Goodright said, ?we may be able to reduce the transportation budget by $15,000 or $20,000, so those things can really add up.?

The Christmas Wreath Lichen in the Corkscrew Swamp Wishes You a Happy Holiday

When I was in Florida a few weeks ago, I visited the Audubon Society?s Corkscrew Swamp Sanctuary (highly, HIGHLY recommended should you be in southwest Florida), which features a two and a quarter mile boardwalk through old-growth cypress swamp. Bald and pond cypress towered over a swamp filled with alligators, snowy egret, and white ibis. We got to see a six-foot alligator and her progeny through a spotting scope. For the plant enthusiasts, there were 500 and 600 year old cypress, strangler figs perched in their treetops, swamp lillies, and cypress knees ? woody protuberances that stick up from the swamp from the roots of the cypress.

But the strangest sight of all were the lichens I noticed peppering the railings of the boardwalk that led us through the swamp, and the bark of the occasional tree. They had bright red borders and sometimes speckled centers on either a white or green ground. I had to know what they were. When I got home and looked them up, I discovered they were called ?Christmas lichens?, or Christmas wreath lichens?. And so I use these photographs to wish you a happy Christmas, should you happen to celebrate it. Here they are (along with a fascinating assembly of other lichens and mosses that leave no wooden surface uncovered in the heart of the swamp):

What a spectacular and unexpected sight! Here we have another strange red pigment, like the prodigiosin produced by Serratia marcescens that I wrote about earlier this year. This red pigment is chiodectonic acid, which like many lichen chemicals likely serves as a UV protectant. Beta-carotene (which might help with DNA repair after exposure to UV) and chlorophyll are also found in the bright red areas. For some more lovely photographs of Cryptothecia rubrocincta (the species epithet means ?red-girdled? or ?red-wreathed?) that show the green of the red/green Christmas lichen a little better, see here.

Stocks get boost from US economy hopes (AP)

LONDON ? Global stocks advanced Friday on further signs the U.S. economy is improving, but trading activity was muted as the traditional holiday slowdown began in earnest.

Investors have taken heart from figures Thursday showing that the number of initial jobless claims in the U.S. unexpectedly fell 4,000 last week to 364,000, the lowest level since April 2008. A fairly upbeat U.S. consumer confidence survey from the University of Michigan helped sustain the positive sentiment before the European close.

The figures provided further evidence that the U.S. economy, the world's largest, has got through its soft patch earlier this year and may be poised for stronger-than-anticipated growth in the fourth quarter.

"The interesting point in these claims data is that they continue to signal that the financial market ructions that kicked-off in late July this year have not made a meaningful impact on the U.S. real economy," said Adrian Foster, an analyst at Rabobank International.

The news that Italian Premier Mario Monti easily won a vote of confidence in the Senate on Thursday has also cheered investors, as it signaled parliamentary approval of the government's euro30 billion ($39 billion) package of tax hikes and pension changes.

The austerity package is intended to save the country from financial disaster and follows rising concerns in the markets that Italy will find it difficult to pay off its massive debts, which stand at around euro1.9 trillion ($2.5 trillion).

"A combination of Italian PM Monti's success in gaining approval for his austerity package and continuing economic progress in the U.S. is the catalyst for the markets drive at present," said Jordan Lambert, a trader at Spreadex.

In Europe, Germany's DAX rose 0.4 percent to 5,873 while the CAC-40 in France was 1.1 percent higher at 3,105. The FTSE 100 index of leading British shares, which only traded for a half day, closed up 1 percent at 5,512.70.

Trading volumes were low as many investors take vacations over Christmas and New Year. Many markets close early on Friday and most are closed Monday for Christmas.

The euro was also fairly solid, trading 0.1 percent higher at $1.3073.

Wall Street was poised for a fairly solid opening ? Dow futures were up 0.5 percent at 12,158 while the broader Standard & Poor's 500 futures rose by the same rate to 1,256.

The last batch of major U.S. economic data will be released before the bell, the highlight likely to be November durable goods orders figures. They are expected to show orders rising 2.2 percent during the month, following two straight monthly falls.

Earlier in Asia, China's benchmark in Shanghai gained 0.9 percent to 2,204.78 and Hong Kong's Hang Seng rose 1.4 percent to 18,629.17. Japan's financial markets were closed for a public holiday.

Oil prices tracked equities higher ? benchmark crude for February delivery was up 35 cents to $99.88 a barrel in electronic trading on the New York Mercantile Exchange.

Chattanooga Mayor Ron Littlefield wants new pitch to urban growth panel

WHAT'S HAPPENED


Mayor Ron Littlefield asked in October for the county urban growth committee to meet. The committee met two weeks ago and voted 12-5 not to hear a proposal to open talks on expanding urban growth boundaries within the county.

Chattanooga Mayor Ron Littlefield said this week he plans to ask Hamilton County officials to reconvene the urban growth boundary committee, even though they shot down the idea two weeks ago.

"Just having one meeting and one vote is not the end of the story," Littlefield said. "That's the beginning of the story."

County Mayor Jim Coppinger responded by saying the law does give the mayor the right to call the committee together again. But he said the law also requires the city to make a proposal and for the committee to vote on that proposal. He noted at the last meeting the city did not have a specific proposal.

"It's an acting committee," he said. "It's not so much a planning committee."

The urban growth boundary committee met two weeks ago and voted 12-5 not to hear any kind of proposal about expanding the boundaries for cities within Hamilton County. The boundaries dictate how far and where cities can annex property.

The boundaries were set in 2001 by the cities and counties after the state Legislature mandated the move to try to circumvent quarreling over city expansion.

Littlefield said he now has a strategy for the next meeting.

"Now we know who is on the urban growth committee," he said. "We'll begin conversing with them."

But several members of the committee who voted against Chattanooga's proposal said Friday a conversation would not turn their vote.

Signal Mountain Mayor Bill Lusk said he is surprised the mayor would not have known who was on the committee since the majority of the committee was made up of all the mayors in the county.

"I suspect he knew the potential committee members long before that," he said.

And Lusk said he doesn't think his vote will change.

"I do not believe the town of Signal Mountain should have a voice in Chattanooga's expansion," he said, and Signal Mountain doesn't need to move its boundaries at this time.

Lakesite Mayor Ken Wilkerson said the City Commission voted unanimously against the expansion of Chattanooga's borders.

"We are totally against any proposal or plan by the city of Chattanooga on the west side of the Tennessee River," he said. "Especially if it encroaches our locks in Lakesite."

Red Bank Mayor Monty Millard said he believes residents of affected annexation areas should have a right to vote on any annexation of their areas. And he said he is staunch in his decision against Chattanooga's plan to change the boundaries.

"I don't think it's going to do any good for me to change my vote," he said. "Even with a call from Mayor Littlefield."

Special Edition Of Washington Watch Confronts The Fatherhood Crisis In The Black Community

It?s great that someone finally decided to address this issue, particularly for women coming from fatherless homes. I?ve encountered many women who fit the categories of the women shown in the video above. Most were seeking intimate relationships with older fatherly men or just seeking validation in the form of promiscuity from any and many men. What?s worse is that the women weren?t aware or conscious of what they were doing to themselves and why they were doing it. I?m glad to see that the women in this video are brining to light this issue which could be very unhealthy- mentally, emotionally, spiritually, and physically- to all women. I know not all women will be interested in watching the video, but I hope many have the chance to check it out. Along with religious principles, these are the type of community issues pastors SHOULD be addressing in churches. Bishop TD Jakes and Roland Martin are great for their work in putting this out.

As for the men who have helped to bring a child into this world, please help to raise that child, especially your daughters. Give them the guidance they will need to face a challenging society and stop being selfish. Regardless of the setbacks or relationship issues you may be dealing with, you still have a duty! Lest they will become part of the 70% statistic that could lead to; ?acting out, using drugs, quitting school, becoming pregnant, and also going to jail?, and also being involved with unhealthy relationships with carefree men like the women interviewed in the video.

Boxer Mayweather gets 90 jail days in Vegas case (AP)

LAS VEGAS ? Boxing champion Floyd Mayweather Jr. is a perfect 42-0 in the ring and has dodged significant jail time several times in domestic violence cases in Las Vegas and Michigan.

But his courtroom streak came to an end Wednesday when a Las Vegas judge sentenced him to 90 days in jail after he pleaded guilty to a reduced battery domestic violence charge and no contest to two harassment charges.

The case stemmed from a hair-pulling, punching and arm-twisting argument with his ex-girlfriend Josie Harris while two of their children watched in September 2010.

"Punishment is appropriate," Justice of the Peace Melissa Saragosa said after a prosecutor complained that Mayweather has been in trouble before and hasn't faced serious consequences.

"No matter who you are, you have consequences to your actions when they escalate to this level of violence," she said.

Good behavior could knock several weeks off Mayweather's sentence. but he will likely serve most of the sentence set to begin Jan. 6, said Officer Bill Cassell, a Las Vegas police spokesman.

Mayweather and his manager, Leonard Ellerbe, declined comment outside the courtroom.

The jail time raises doubts about a possible showdown between Mayweather and Manny Pacquiao, a champion fighter from the Philippines against whom Mayweather's welterweight success is usually measured.

A long-awaited fight between the two men regarded as among the best of their generation has been delayed by stalling techniques and verbal sparring.

The two men have a defamation lawsuit pending in Las Vegas federal court stemming from statements by Mayweather that he suspects Pacquiao was taking performance-enhancing drugs.

Mayweather returned in September from a 16-month layoff to continue his undefeated record with a controversial knockout of Victor Ortiz in Las Vegas.

Mayweather's promoters have a May 5 date reserved against an as-yet unnamed opponent at the MGM Grand Garden Arena. But if Mayweather is jailed until the end of March, it could cut into the usual eight-plus weeks he takes to train.

Keith Kizer, executive director of the Nevada Athletic Commission, said licenses for all fighters expire on Saturday, and most, including Mayweather, have yet to reapply for next year.

He said Mayweather would be asked on his license application if he was convicted of any misdemeanors or felonies.

Kizer said commissioners would then decide whether to approve or deny his license or hold a hearing to talk about it. The commission has been in contact with prosecutors and Mayweather's lawyers as cases against him have progressed, he said.

"The commissioners are definitely up to speed on it and will be when it comes time to consider any kind of application," he said.

Lee Samuels, a spokesman for Pacquiao's promoter Top Rank and Bob Arum, declined comment on Mayweather's sentencing and its possible effect on a match.

Mayweather, 34, stood still in a striped olive vest and showed no reaction as the judge sentenced him to six months in the Clark County jail then suspended half the term.

She gave him credit for three days previously served in jail and ordered him to complete 100 hours of community service, pay a $2,500 fine and complete a yearlong domestic violence counseling program.

The plea deal avoided trial on felony and misdemeanor that could have gotten Mayweather 34 years in state prison if he was convicted on all counts.

Mayweather also is expected to plead no contest next week to a separate misdemeanor harassment charge involving a 21-year-old homeowner association security guard who was poked in the face during an argument about parking tickets placed on cars outside Mayweather's house.

Mayweather's lawyer, Karen Winckler, said she may appeal what she called the unusual sentence handed down Wednesday.

In court, she called Mayweather "a champion in many areas" and aired a list of his good deeds, including buying toys for children for Christmas and promising to donate $100,000 to breast cancer research by the end of December.

Winckler argued that the public would benefit more if Mayweather performed 100 hours of community service with children.

Mayweather is also on the hook for 40 hours of community service with the Las Vegas Habitat for Humanity Project under a South Carolina federal judge's order for dodging a deposition in a music rights lawsuit.

Mayweather has a Jan. 31 deadline on that court order. Habitat for Humanity official Catherine Barnes said Wednesday that Mayweather had not started to log the hours.

Saragosa said Wednesday she was persuaded to jail Mayweather following his admission that he hit Harris and twisted her arm, and that two of their children, ages 9 and 10, witnessed the attack.

Mayweather threatened to kill or make Harris "disappear," Saragosa said, and their 10-year-old son ran from the house and jumped a back gate to fetch security. Mayweather had taken cellphones belonging to Harris and the two boys.

"Things could have gotten more out of hand than they did," the judge said.

Prosecutor Lisa Luzaich cited three previous domestic violence arrests for scuffles involving Harris, with whom Mayweather has three children, and three cases involving another woman with whom Mayweather has one child.

Fines were of no consequence to Mayweather, Luzaich said.

Mayweather goes by the nickname "Money," and was guaranteed $25 million for the Ortiz fight that won him the WBC's welterweight belt. Mayweather earned more than $20 million in a previous fight against "Sugar" Shane Mosley.

Mayweather has been arrested several times since 2002 in battery and violence cases in Las Vegas and in his hometown of Grand Rapids, Mich.

He was convicted in 2002 of misdemeanor battery stemming from a fight with two women at a Las Vegas nightclub. He received a suspended one-year jail sentence and was ordered to undergo impulse-control counseling.

He was fined in Grand Rapids in February 2005 and ordered to perform community service after pleading no contest to misdemeanor assault and battery for a bar fight.

He was acquitted by a Nevada jury in July 2005 after being accused of hitting and kicking Harris during an argument outside a Las Vegas nightclub.

He was acquitted again in October of misdemeanor allegations that he threatened two homeowner association security guards during a parking ticket argument.

Mayweather also faces a civil lawsuit in Las Vegas from two men who allege he orchestrated a shooting attack on them outside a skating rink in 2009. Police have never accused Mayweather of firing shots and he has never been criminally charged in the case.

House sets Monday votes on payroll tax cut bill (Reuters)

WASHINGTON (Reuters) ? The fate of legislation in the Congress to extend a payroll tax cut for two months was uncertain on Saturday as the measure appeared to face strong opposition in the House of Representatives.

House leaders announced they have scheduled votes on the Senate-passed bill for Monday night. But as has been the case throughout 2011, Congress was now girding for yet another fight over major legislation - even as lawmakers were clamoring to quit for the year and start a long winter break.

Just hours after President Barack Obama praised the Senate for passing the temporary tax cut extension for 160 million workers during a rare Saturday session, aides to House Republican leaders were indicating trouble rounding up support for passing the measure in their chamber.

"Republicans are overwhelmingly opposed to the Senate bill," one House Republican aide said, adding that the measure was "offensive to the middle class" because of the uncertainty such a short, two-month extension would bring.

Another House Republican aide said members were disappointed in the Senate bill, which also extends long-term unemployment benefits. This aide said several options were being weighed, including amending the bill and sending it back to the Senate.

Obama had sought a one-year extension of the tax cut, arguing it will put about $1,000 in additional cash in the hands of the average worker and help the struggling U.S. economy.

For weeks, Republicans and Democrats fought over how to offset the $120 billion one-year cost, although initially Republicans were cool to extending the tax cut at all.

The two-month extension passed the Senate with a solid 89-10 vote and the blessing of Senate Republican Leader Mitch McConnell. But as has been the case throughout this year, many House Republicans were at odds with others in their party.

The Senate also passed a $915 billion spending bill on Saturday to keep government agencies running through next September. Obama signed a stop-gap funding bill into law on Saturday evening, averting a furlough of federal workers, and was expected to sign the full $915 billion agreement when it reaches his desk.

Passage of that measure gave rise to hopes that a tumultuous year in Congress, following the Republican takeover of the House in January, would draw to a quick close.

GEARING UP FOR A FIGHT

But with the fate of the payroll tax bill now in question, there are likely to be at least a few more days of intrigue on Capitol Hill.

Obama was already gearing up for a fight in early 2012 over a full-year extension of payroll tax cuts and jobless benefits.

"It would be inexcusable for Congress not to further extend this middle class tax cut for the rest of the year," Obama said at the White House shortly after the Senate passed the bill.

Senators then left town, intending to return for business on January 23. They will have to cancel at least some of their vacation plans, however, if the House alters their tax cut bill next week.

The payroll tax measure would keep the 4.2 percent tax rate from jumping to 6.2 percent for 160 million workers on January 1.

Economists have warned that a failure to keep the workers' tax cut in place next year would hurt a U.S. recovery already exposed to troubles in debt-stricken Europe. Some said it could lop as much as 1 percentage point off U.S. economic growth.

The $33 billion cost of the Senate's two-month extension would be covered by increasing fees government-controlled Fannie Mae and Freddie Mac charge lenders to guarantee mortgages. A full-year extension would have cost about $200 billion.

The fees on new mortgage customers would be permanently increased by 10 basis points under the legislation.

If the House insists on a one-year extension, it is unclear whether lawmakers will be able to agree on how to offset the higher costs. And with the 2012 presidential and congressional election campaigns heating up, it is becoming harder for Democrats and Republicans to strike compromises.

Already this year, difficulties crossing the partisan divide brought the government to the brink of shutting down three times, pushed it close to a debt default and cost the nation its prized triple-A credit rating.

The $915 billion spending bill that cleared the Senate 67-32

raises funding for the Defense Department but cuts into budgets at the Environmental Protection Agency, education and health departments and other federal activities.

KEYSTONE PIPELINE FIGHT

Republicans used the payroll tax measure to push for quick U.S. approval of TransCanada Corp's Keystone XL pipeline project, which is backed by labor unions but opposed by environmental groups.

The legislation requires Obama to approve construction of the pipeline from Canada to U.S. Gulf of Mexico facilities within 60 days or declare it is not in the national interest. Obama wanted to take a year, beyond November's elections, to review the project.

Republicans argued the pipeline would create jobs at a time the nation is suffering from an 8.6 percent unemployment rate.

"The president says he wakes up every morning thinking about jobs. This morning, the Senate took action where the president has punted," said Republican Senator John Cornyn.

An Obama administration official who briefed reporters said the State Department would "almost certainly" have to turn down the approval because there would not be enough time to complete its environmental review.

The Senate bill would pay for the payroll tax cut and jobless benefits with higher guarantee fees Fannie Mae and Freddie Mac charge. That could drive up mortgage costs for homebuyers. For example, the cost of a $220,000 mortgage would go up by about $15 per month.

The administration had proposed raising the fees as a way to slash the federal budget deficit and reduce the government's role in the housing market, where it now finances about nine in 10 new mortgages. An administration official said gradually increasing the fees would encourage more private financing.

Minnesota Hockey Player Battles Cancer With Poise ? CBS Minnesota

EDINA (WCCO) ? An accomplished Minnesota hockey player is fighting his latest battle without a stick and skates.

While running the Twin Cities Marathon, Chace Johnson remembers shooting pains through his stomach, and he even had to walk a bit before finishing. A couple days later, doctors detected a tumor, and told him he had colon cancer.

?Being a 25 years old, I definitely did not expect to have cancer. That?s for sure,? he said.

He had surgery following that diagnosis.

During his treatment, he received support from family and friends, and Edina?s High School hockey team, too.

?For a lot of these guys, this was their idol growing up, and they wanted really to help out and give to a good cause,? said Athletic Director John Soma. ?All the hockey players are really good about supporting different groups, and this is really hitting close to home, because it?s part of their family.?

At the Hornets? home, on the same ice that Chace used to play on when he was on the team, there?s going to be a Chuck-a-Puck fundraiser coming up this Saturday night. The money raised is going to help Chace and his family pay for substantial and mounting medical bills.

?You know, times are tough some times and having people on the way support you is very nice,? Johnson said. ?They wanted to reach out to me, help me any way they could, and they thought to have a fundraiser, and it?s just very, very nice, and it?s great to be part of that.?

Johnson will also drop the puck that night.

He faces six months of chemotherapy, and is slowly returning to running and hockey.

?I?m trying to keep life as normal as I can,? he said.

His fundraiser will happen at the Braemar Arena in Edina. Each puck will cost $5, and the winner will receive four Club Level seats with a parking pass to the February 26th game between the Wild and the visiting San Jose Sharks.

Russia sells new batch of fighter jets to India (AP)

MOSCOW ? Russia signed a deal Friday to provide India with 42 fighter jets, but the two nations have failed to strike a deal on a controversial nuclear power plant.

Indian Prime Minister Manmohan Singh said that New Delhi will fit the Sukhoi Su-30MKI fighter jets with additional locally produced electronics. The jets will be assembled in India.

India had earlier signed several contracts for the delivery of 230 Su-30MKIs, most of which are being assembled locally. The long-range jets are custom-designed for the Indian Air Force.

India has been a leading customer for Russian weapons since the Soviet times, buying combat jets, missiles, navy ships and other weapons worth billions of dollars. Russian weapons still acount for the bulk of the Indian military arsenals.

Indian and Russian officials, however, failed to sign a deal to complete the Koodankulam nuclear plant in the southern Indian state of Tamil Nadu.

Russia had pledged to build two of the four reactors at the $3 billion plant, but the construction has been delayed due to protests by local residents concerned about the plant's safety.

As part of his two-day visit to Russia, Singh met with Russian President Dmitry Medvedev. Both leaders pledged to strengthen the decades-old bilateral ties.

Juvenile to be tried as adult in "Craigslist" killings (Reuters)

CALDWELL, Ohio (Reuters) ? A 16-year-old charged with the killing of one man and attempted murder of another who responded to a Craigslist ad touting a job on an Ohio farm will be tried as an adult, a judge ruled on Thursday.

Brogan Rafferty had been charged as a juvenile with the attempted murder of Scott Davis and the murder of David Pauley and will now be tried as an adult, Noble County Judge John Nau ruled. Nau set bail for Rafferty at $1 million.

The tall teen with a newly shaved head shuffled into court on Thursday with his arms shackled around his waist. He avoided eye contact with the spectators in the courtroom and spoke briefly with his mother, Yvette Rafferty, who sat behind him.

Prosecutors asked Nau to remand Rafferty's case to the general division of Noble County Common Pleas Court. Ohio law requires minors aged 14 or older be tried as an adult for certain violent felonies.

Rafferty's attorney, Jack Blakeslee, waived his client's right to a full hearing Thursday and did not challenge the prosecutor's request for $1 million bail.

Noble County Prosecutor Clifford Sickler said Rafferty's case would stay in Noble County and not move to Akron where prosecutors expect to file charges against his accomplice Richard J. Beasley, 52, for his part in the crimes.

No new court date for Rafferty has been set.

Beasley has not been charged in the case, but Summit County prosecutor Sherri Bevan Walsh said Monday her office planned to prosecute him for the murders of three men and the attempted murder of a fourth in the so-called Craigslist case.

The FBI also has confirmed that Beasley, an Akron resident, is a suspect in the crimes. He faces unrelated charges in Summit County of promoting and compelling prostitution.

According to court documents, Rafferty and Beasley met two men on separate occasions after they responded to a posting on Craigslist for a caretaker on a ranch in rural Ohio that does not exist.

The Noble County sheriff's department reported that on November 6, Davis, 48, met two men after answering a Craigslist ad and drove to Noble County with them.

Davis was shot in the arm as he ran away from them after hearing what he thought was a gun click and eventually made his way to a house where authorities were called.

Pauley, 51 of Norfolk, Virginia, met Rafferty and Beasley on October 23 and was killed by a gunshot to the head, according to court records. His body was found on November 15 after Rafferty was taken into custody.

Authorities recovered the bodies of two more men under similar circumstances on November 25. Timothy Kern, 47, of Massillion, Ohio, was found in a shallow grave behind a semi-desolate mall in Akron and Ralph Geiger, 56, of Akron, was found in a shallow grave in Noble County. No charges have thus far been brought related to those deaths.

Almost two-thirds of women in British Columbia filled at least one prescription at some point in their pregnancy, including drugs with potential risks, according to a new study by University of British Columbia researchers.

The study, published today in the journal Clinical Therapeutics (www.clinicaltherapeutics.com), is the first of its kind in Canada. Researchers analyzed population-based outpatient prescription claims data for patterns of prescription drug use during pregnancy in B.C. from 2001 to 2006.

The researchers found that 63.5 per cent of pregnant women in B.C. filled at least one prescription. One in thirteen or 7.8 per cent filled a prescription for a medicine known to be risky in pregnancy most often for select medicines for anxiety, insomnia and depression. Drugs that are strictly contraindicated pregnancy, however, were filled in less than 0.5% of pregnancies.

"Although much remains to be understood about the appropriateness of medicine use that actually occurs among pregnant women in B.C., one encouraging finding from our study is that existing use of medicines with known risks declines dramatically when women become pregnant," says co-author Steve Morgan, an associate professor in the School of Population and Public Health (SPPH) and Associate Director of the Centre for Health Services and Policy Research (CHSPR).

On average, pregnant women filled 2.6 different types of drugs, while 15 per cent used five or more prescription medications during their pregnancy. Prescriptions most frequently filled during pregnancy were for antibiotics (30.5 per cent), respiratory drugs (25.7 per cent), dermatologics (13.4 per cent), and drugs that act on the nervous system (12.8 per cent).

Other study findings include:

  • The use of medicines in pregnancy slightly increased over time, going from 63 per cent of women in 2001 to 66 per cent in 2006.
  • Women aged 20 years or younger were most likely to take prescription drugs during pregnancy (69 per cent) while the lowest rate occurred among those aged 30 to 35 years (62 per cent).
  • Prescription medication use was also high in the first three months immediately following delivery, a period when women may be breastfeeding, with 61.3 per cent of women filling prescriptions.

"Since pregnant women are normally excluded from clinical trials of new drugs and post-market study is limited, there is little evidence on the risks and benefits of many of the most commonly used drugs in pregnancy," says lead author Jamie Daw, a researcher at CHSPR, part of SPPH. "Given the prevalence of prescription drug use, more research is needed to help pregnant women and their physicians make informed decisions."
