Israel?s Supreme Court wants answers on outpost evacuations

JERUSALEM?(JTA)?-- Israel's Supreme Court gave the government a week to report back on agreements reached on construction in outposts built on state land.

Tuesday's order came in response to the agreement struck between the state and the Ramat Gilad outpost in the northern West Bank. Under the agreement, the outpost would become part of the Karnei Shomron municipality, and five of its 10 caravans and several warehouses would be relocated to areas on the hill that are not considered private Palestinian property.

The parts of the outpost on private land had been scheduled to be razed by the end of 2011 by order of the Supreme Court.

The court granted the state's request for an extension on razing several outposts, saying it wanted the issue to be resolved peacefully, according to Ynet. But the justices noted that the matter could not be put off indefinitely.

Meanwhile, a Knesset committee on Monday postponed debate on a bill that would require a Palestinian claiming ownership of land on which an outpost was to be built to prove his claim in court.

The bill had been dubbed the Migron bill, an effort to prevent the razing of the controversial Migron outpost. The Supreme Court has ordered the demolition of Migron by March.

The debate in the Ministerial Committee for Legislation has been postponed by three months, past the deadline for saving Migron.

Bat brains parse sounds for multitasking

ScienceDaily (Jan. 3, 2012) ? Imagine listening to music while carrying on a conversation with friends. This type of multi-tasking is fairly easy to do, right? That's because our brains efficiently and effectively separate the auditory signals -- music to the right side; conversation to the left. But what researchers have not been able to do in humans or animals is to see a parsing of duties at the single neuron level -- until now.

Publishing in the European Journal of Neuroscience, bat researcher Jagmeet Kanwal, PhD, associate professor in the department of neurology at Georgetown University Medical Center, reports on how and in which hemisphere of the brain, bats process incoming signals that allow them to orient and navigate while at the same time, make sense of what other bats are trying to tell them.

To understand auditory brain function, bats are especially interesting animals to study because they process sound through echolocation, which is a kind of biological sonar. Bats emit loud pulses and then listen to their own echoes produced when those pulses bounce off nearby objects. And while bats aren't blind, as is the common myth, they exclusively use echoes to navigate and to hunt while flying.

Not only do the brains of bats have to process a constant stream of pulses and echoes, they also have to simultaneously process the bats' social communications. Bats make angry sounds such as "back off," warning sounds like "watch out!" and other sounds for communicating messages such as "please don't hurt me, or even "I love you!"

In his study, Kanwal shows that neural circuits within the two brain halves allow a bat to navigate or "see" its surroundings and at the same time carry on a conversation, but the division of labor isn't equal, leading to what Kanwal describes as the lopsided brain.

At Washington University in St. Louis, Kanwal inserted a fine tungsten wire (thinner than a human hair) into the brains of awake bats. He presented an array of echolocation signals and communication calls from a digital library of species-specific sounds while recording miniature voltage spikes from neurons -- first in the left side and then the right side of the same bat.

Back at Georgetown University, Kanwal analyzed these data and discovered that neurons in the right cerebral cortex responded more strongly to echolocation than to communication sounds or "calls." This difference was absent on the left side where neurons were more sensitive to changes in the loudness of a call.

Kanwal separated the echolocation sounds into two parts (outgoing pulse and returning echo). Neurons on both sides of the brain responded vigorously to the combination of parts (pulse and echo) and poorly to each part presented by itself, indicating a functional specialization for echolocation. Neurons on the left side of the brain, but not the right, exhibited a similar specialization for processing other bats' social calls.

This phenomenon, known as combination-sensitivity, is ubiquitous in the brains of animals. Kanwal says it is likely the way humans perceive combinations of phonemes (units of speech) as a syllable or word.

"It appears that the cerebral cortex halves are wired differently, allowing one side, usually the left, to more effectively process speech or speech-like communication sounds than the other," Kanwal says. "The right half processes small changes in the pitch of the navigation signals akin to the pitch contour in a melody.

Kanwal says understanding the neurologic basis of speech and music processing is critical for alleviating communication deficits in children (hearing and language impairments, such as dyslexia), and repairing damage to speech areas (aphasias) after a stroke, that otherwise lead to a failure of verbal communication

"This type of lopsided processing has been known in humans for quite some time, but we have not been able to study single neurons at this level of detail in the human brain. Being able to examine the nature of lopsidedness at the level of single neurons in a non-human mammal opens the door to an in-depth understanding of this phenomenon."

Q&A with Rams golfer

FORT COLLINS, Colo. - Brianna Espinoza is a senior liberal arts major from Phoenix, Ariz. She carries a 3.18 grade-point average. Recently, she sat down with CSURams.com.

How did you get interested in golf?
My dad first sparked my interest in golf. He started taking me to the range with him when I was younger and hung a net in our garage so I could hit balls. By age 9 I was playing in tournaments all summer.

How do you prepare yourself for competition?
I prepare both mentally and physically. The majority of that is with daily practice and focusing on the goals I have set for the season and/or tournament.

What are your goals for the remainder of the season?
For a team goal, I would really like to see our team make it to the NCAA regional tournament this year. As for myself, I would like to improve my scoring average and stats from last year.

What was your favorite course to play this fall? Why?
I really enjoyed playing The Club at Old Hawthorne. It was a course we had never played before and was an exciting experience. Another great memory was the hole-in-one I had at the tournament (Johnie Imes Invitational) this year.

What has been your greatest golf memory?
My greatest golf memory was when I found out that I qualified for the NCAA regional tournament last year. It was really exciting to have all of my hard work pay off in the end.

Who has had the biggest influence in your life? Why?
My parents have been very important in my life. I don?t know where I would be without them.

Besides golf, what is your favorite activity or hobby?
I love listening to music and watching television and movies.

What was your first job?
The first job I ever had was working in my dad?s hardware store every summer and winter.

Why did you choose to come to CSU?
I loved the Harmony facility. It is really what sold me on this school. A facility of this quality is something most other universities don?t have.

What is your favorite thing about being a Ram?
I love being able to go home to Arizona, wearing my CSU T-shirt, and have someone yell at me from across the parking lot at the grocery store ?GO RAMS!? I love that sense of community and the fact that you can find a former Ram just about anywhere.

Where do you see yourself in 10 years?
The future is a little unclear for me right now but I would like to be working in entertainment television sometime in the future.

~Class Titles~

A general rule of thumb is that Humans are the all rounders, Casts excel in physical abilities, but are weaker with techniques; while Newmans excel in techniques, but tend to be less skilled physically.

~Hunters~

Hunters are the close-combat specialists, excelling with all kinds of blades. Physically strong and fit, they like getting into the thick of things, and are durable fighters. Humans and Casts find the call of the Hunter particularly strong, but there are a number of Newmans incorporating techniques more heavily into their melee oriented style.

HUmar & Humarl


HUmars, which are Male Human Hunters, are the all rounders of the Hunters. Excelling in nothing, their jack of all trades nature makes them suitable for most everything. HUmarls are the female equivalent, and there is little to no difference in their skills.

HUcast & HUcaseal


HUcasts, which are Male Cast Hunters, are perhaps the most formidable hunters. Excelling in their overwhelming strength, they sometimes lack precision in their attacks, but the power behind each blow makes it a small trade off. HUcaseals are designed more exclusively to rely on their speed compared to the HUcast. Though slightly less powerful then the HUcast, their incredible accuracy and ability to strike a flurry of quick blows make them deadly assassins. Due to an incompatibility in programming, both are incapable of casting techniques, however, they make up for this with an array of traps, including freeze bombs and explosives.

HUnewm & HUnewearl

HUnewms, the Male Newman Hunters, are unique amongst the hunters, in that although their physical skills may be considered below par, they balance this with their proficient expertise with techniques. By utilising enhancements like Shifta and Deband, they can easily compete with the other hunters, along with incorporating varied spells into their fighting style. HUnewearls tend to be more lithe then HUnewms, though like the Humans, there is little difference between the two.

~Rangers~

Rangers are the long-range brethren of the HUs, utilising various guns to keep the distance while still providing strong offensive pressure. Though slightly less fit then Hunters, they?re still far fitter than the average person, and their expert marksmanship is a testament to their training. Humans and Casts tend to make up the majority of the rangers, while next to no Newmans are interested in the trade, much preferring to rely on techniques for their combat.

RAmar & RAmarl

RAmars, the Male Human Rangers, make up the majority of the government forces. Reknown for their skills; much like the HUmar, they can be considered all-rounders and are versatile gunslingers. RAmarls tend to utilise the lighter arms of handguns and mech-guns then the Rifles of the RAmar, however, there is little difference in their skils.

RAcast & RAcaseal

RAcasts, the Male Cast Rangers, benefit from the precision programming and targeting capabilities. Their large bulk and size also provides them formidable defences, however, they are clunky and relatively slow without the addition of booster jets. RAcaseals feature a lighter framework allowing for greater manoeuvrability, at the cost of some of the armour plating that the RAcasts benefit from. Additionally, like the Hunter Casts, both are incapable of casting techniques; however, they make up for this with an array of traps, including freeze bombs and explosives.

RAnewm & RAnewearl

RAnewms, a Male Newman Ranger, is an unheard of enigma. Newmans have always been fond of their techniques for ranged combat, but the possibility exists that such warriors are in the world? RAnewearls are likewise unheard of.

~Forces~

Forces are the commanders of magical energy, crafting it into spectacular techniques of Foie, Barta and the like. Though physically far more frail then the other two classes, the advantages provided by their fantastic spells make them an essential component of any good guild. Equally comfortable at all ranges depending on their techniques, they fill a unique niche role. Most all Newmans become Forces, and a decent amount of Humans are similarly attracted to the class. FOcasts and FOcaseals are a recent experimental new cast using a TPC (Technique Power Capacitor), providing them with a limited source of magical energy to use, though their numbers are still slim.

FOmar & FOmarl

FOmars, the Male Human Forces, are the scholars and researchers of the human world, studying the world of magic and utilising it to great effect. Though not quite as powerful and innately connected to the art as the Newmans, they are still adept practitioners, and are a bit more capable in relying on their other skills then the Newmans. FOmarls, the female equivalent, share no notable differences to their male counterparts.

FOcast & FOcaseal

FOcasts, are Male Cast Forces, and are a relatively new breed of cast designed to tap into magical energy using a TPC. Though their techniques are rudimentary, they can combine these with traps to devastating effect, and are far more durable the other FOs. FOcaseals, as are the case with RAcaseals, are a bit lighter at the expense of some armour.

FOnewm & FOnewearl

FOnewms, are Male Newman Forces, and can be considered to be at the pinnacle of magical expertise. Devastating with the most powerful of techniques, they?re actually quite physically weak, though there are exceptions to the rule. FOnewearls are said to be even more refined with their techniques, specialising in the simple variations of spells, but amplifying their strength greatly.

Humboldt State University student, family survive plane crash; survivor tells story

Humboldt State University student Wilson Bowles described the fiery plane wreck he survived this week as ?one of the scariest things I've ever been in.?

The plane, piloted by Wilson Bowles' brother Zebulon Bowles, 32, crashed near the Lebanon-Warren County Airport in Ohio on Wednesday.

Another brother, Zach Bowles, 30, and his wife Katherine Bowles, 30, were also in the plane. Katherine Bowles remains in critical condition.

Reached Thursday via Skype, Wilson Bowles said the problems began shortly after takeoff when a door on the Piper 28 airplane that Zebulon Bowles rented from the airport blew open.

Wilson Bowles said his brother steered the plane back toward the airport but a crosswind came up and pushed the plane off course from the runway during a landing attempt. He said his brother punched it and went back up to try and land again when there was a ?loud pop and the engine died.? ?I said, 'Zeb -- is there anything wrong?' He was like: 'Yes.'?

Wilson Bowles said his brother kept the plane pretty straight as he piloted toward the airport. As they approached, the plane hit power lines.

?All of a sudden we were on the ground,? Wilson Bowles said.

The plane flipped upside down in a field and caught fire.

?Parts of it were exploding,? Wilson Bowles said, adding one of his brothers kicked at him, yelling at him to get out of the plane as he struggled with his seat belt.

All four passengers were able to quickly get out of the burning wreckage.

?It's kind of a miracle how it happened,? Wilson Bowles said. He said a trauma doctor who lived nearby came immediately to their aid, and the emergency response was quick.

Benay Bowles, Wilson Bowles' mom, went up in the Piper 28 with her sons earlier that day. Back at the airport, she received a call from a strange phone number. Not recognizing it, she didn't answer. It was Zebulon Bowles calling from a police officer's cell phone.

Wilson Bowles said no one at the airport notified his mom. It was painters working on a building who told her a plane went down. As Benay Bowles drove away from the airport, she passed ambulances carrying her sons, not knowing until 15 or 20 minutes later that they were the ones who crashed.

Zach Bowles broke a facial bone. Zebulon Bowles damaged three cervical vertebrae and may have to travel to Chicago for surgery on his neck. They both remain hospitalized.

Wilson Bowles underwent surgery and was released. He said his ear hung by a flap, he cut his head and had glass in his scalp. After 55 stitches and three staples, he is back at his brother's house in Lebanon, Ohio.

On Monday, Wilson Bowles posted a photo of the Piper 28 plane in a hangar on Facebook, along with the note: ?About to go flying -- with Zebulon Bowles.?

Wilson Bowles said his brother recently received his pilot license but has been flying since he was 14 or 15. He acquired all of his necessary flight hours after years of flying and finally decided to get his license about six months ago. Wilson Bowles said the flight instructor who administered the test told Zebulon Bowles he was a good pilot.

Wilson Bowles has some post-operation appointments but said he is anxious to get back to Arcata. He has classes starting in January, and he plays tuba for the Marching Lumberjacks. He said dozens of messages are pouring in from concerned family and friends around the world.

Benay Bowles stood by as Wilson Bowles told his story. ?You guys got a second life,? she said.

Federal Aviation Administration spokeswoman Elizabeth Cory said she could not give any details on the crash with the investigation in the early stages. Cory said it usually takes months to determine what caused a crash.
